Ctrl-C/Ctrl-V is what I use currently, but it's three actions instead of one.
My scenario for such feature is moodboard for photoshoot:
1. Drop images with clothes and accessories
2. Drop images with reference photos
3. Now, to indicate which clothes to use for each reference, I create small clothes image copies next to corresponding reference photos.

Say I have image, I select and and create new drawing. This drawing becomes child of selected image — perfect!
