well, I dont know what layer design for, mybe for search picture or manage it, but for me, I can put some picture Up or Down for other pictures, so i wish the Top always on the top, at lest I create layer, and put top picture on the top, like illustrator or other picture tool logic, and i wish i can hide it, for my sketch note.
